About this deal

Gwent Police (Uses the Can You See Me? scheme developed by the National Autism Team and available across Wales) In this guide, you'll find informationabout driving licences, driving tests, fitness rules and the Blue Badge scheme. We also have advice about financial help that may be available to you.

The old rules were too focused on people’s physical ability to walk, and changes to Government guidance in 2014 meant that autistic people found it too hard to get a Blue Badge. For many people, this meant they weren’t able to go out and about and could become socially isolated. Your local council should tell you why you’re not eligible. You can ask them to reconsider their decision if you think they haven’t taken into account some important information. if you have scored exactly 10 points for PIP Mobility Component for “planning and making a journey” specifically because making a journey causes ‘overwhelming psychological distress’.

My OpenLearn Profile

A Blue Badge can be life changing. To live up to this promise, it’s absolutely essential that council officials making decisions about Blue Badges understand autism and the challenges autistic people can face getting out and about. While the new criteria gives clear and consistent guidelines on Blue Badge eligibility for the whole of England, not everyone with non-visible disabilities will qualify for a badge. Local authorities decide if an applicant meets the eligibility criteria, as is currently the case. Blue badges are a lifeline for disabled people, giving them the freedom and confidence to get to work and visit friends independently. We’re taking an important step forward in ensuring people with hidden disabilities get the support they need to live independently. The Department for Transport will now work with stakeholders to develop new guidance to help them administer their Blue Badge schemes when these changes come into force.

We have stressed the importance of enforcement of the scheme and we are pleased to see the number of prosecutions increasing.Applications are made online to your local council and you’ll need a recent digital photo showing your head and shoulders - you can take this picture yourself. It’s useful to take a photo of the accident scene if you can do this on your phone or you could keep a pen and paper in your car so that you can make a sketch.Remember to note street names, vehicle locations, collision points and any damage. Latest statistics from DfT show prosecutions for blue badge misuse in England have risen 17.9% in 2018 to 2019, with almost all of these being instances where someone used another person’s badge – typically family members or carers. Under the new rules, there will be two important new ways that autistic people may qualify for a Blue Badge: You receive the higher rate of the mobility component. This is part of the disability living allowance.
