At the beginning of 1942, Brazil permitted the United States to set up air bases on its territory, especially in Natal, strategically located at the easternmost corner of the South American continent, and on 28 January the country severed diplomatic relations with Germany, Japan and Italy. After that, 36 Brazilian merchant ships were sunk by the German and Italian navies, which led the Brazilian government to declare war against Germany and Italy on 22 August 1942.

Among the Soviet forces during World War II, millions of troops were from the Soviet Central Asian Republics. They included 1,433,230 soldiers from Uzbekistan, [107] more than 1 million from Kazakhstan, [108] and more than 700,000 from Azerbaijan, [109] among other Central Asian Republics. It is tempting to-day to explain away the events of the past ten years in some such terms. (Is not Himmler himself reported to have said that Germany was now a vast lunatic asylum?) But this will not do. We may not know the answer to the troubles of mankind but at least we know some of the causes. We have learnt, or should have learn, how dangerous is the spirit of nationalism when harnessed to the fact of power. We have seen what can happen to a great nation which surrenders to its leaders the freedom of thought and speech and conscience. We have ourselves felt the terrible power of destruction which man has acquired through science uncontrolled by wisdom. We have learnt (at what a cost!) that the platitudes of Geneva were the urgent truth, and that the brotherhood of man, the unity of nations, and the indivisibility of peace are facts which we can no longer ignore. But knowledge is not enough. Fear, hatred, nationalism and the like are not rational states but emotions which for a long time will continue to govern human behaviour and which will be fed by the chaos and misery in Europe. Hunger and unemployment are not the best schools for reason and tolerance, but they will have many pupils.
In 1944, Liberia and France signed. The French situation was very confused. Free French forces were recognized only by Britain, while the United States considered Vichy France to be the legal government of the country until Operation Overlord, while also preparing U.S. occupation francs. Winston Churchill urged Roosevelt to restore France to its status of a major power after the liberation of Paris in August 1944; the Prime Minister feared that after the war, Britain could remain the sole great power in Europe facing the Communist threat, as it was in 1940 and 1941 against Nazism. The Government of the new Yugoslavia is violently opposed to the occupation of Trieste by Western Allied troops. It may be that a free port and international status for the town, with Italian sovereignty in cultural questions, would best serve the Allied and European cause, especially during the years of transition. The food situation in occupied Germany was initially very dire. By the spring of 1946 the official ration in the American zone was no more than 1,275 calories (5,330kJ) per day, with some areas probably receiving as little as 700 calories (2,900kJ) per day. In the British zone the food situation was dire, as found during a visit by the British (and Jewish) publisher Victor Gollancz in October and November 1946. In Düsseldorf the normal 28-day allocation should have been 1,548 calories (6,480kJ) including 10 kilograms (22lb) of bread, but as there was limited grain the bread ration was only 8.5 kilograms (19lb). However, as there was only sufficient bread for about 50% of this "called up" ration, the total deficiency was about 50%, not 15% as stated in a ministerial reply in the British Parliament on 11 December. So only about 770 calories (3,200kJ) would have been supplied, and he said the German winter ration would be 1,000 calories (4,200kJ) as the recent increase was "largely mythical". After breaking off relations with the Polish government, the Soviet Union began forming its own Polish communist government and its armed forces in mid-1943, from which the 1st Polish Army, under Zygmunt Berling, was formed on March 16, 1944. [96] That army was fighting on the eastern front, alongside the Soviet forces, including the Battle of Berlin, the closing battle of the European theater of war. The United States had indirectly supported Britain's war effort against Germany up to 1941 and declared its opposition to territorial aggrandizement. Materiel support to Britain was provided while the U.S. was officially neutral via the Lend-Lease Act starting in 1941. The United Nations began growing immediately after its formation. In 1942, Mexico, the Philippines and Ethiopia adhered to the declaration. Ethiopia had been restored to independence by British forces after the Italian defeat in 1941. The Philippines, still owned by Washington but granted international diplomatic recognition, was allowed to join on 10 June despite its occupation by Japan. The ports of Bremen (on the lower Weser River) and Bremerhaven (at the Weser estuary of the North Sea) were also placed under U.S. control because of the U.S. request to have certain toeholds in Northern Germany.
